The project is intended to create a common perspective on the concept of climate anthropogeneity and climate-neutral and resource-conserving urban (partial) development.

CLUE – Climate Neutral Urban Districts in Europe is a project funded by the INTERREG IV C programme with a duration from January 2012 to December 2014 and a total budget of approximately EUR 1.9 million.

Climate neutral urban districts improve their carbon footprint using innovative new technologies and building techniques. Yet all too often that alone is not enough. Most academic studies on instruments and methods for measuring, verifying and assessing climate neutral solutions in urban development so far have been concentrating on a few aspects only, considering this is such an extensive topic.

CLUE is quite different in this respect. “Climate Neutral Urban Districts in Europe” aims at defining integrated and comprehensive urban development policies that will set the course for the implementation of climate neutral and energy efficient urban districts.

The project is designed to discuss and share relevant experience, innovations and strategies and to explore a number of case studies and good practices related to

• legislative framework, law and legal order,
• participation, stakeholder processes,
• strategic instruments,
• technology systems for heating, cooling and energy efficiency, as well as
• systemic traffic planning

Its aim is to develop guidelines that will leave their mark and be instrumental in attaining the ambitious goals of climate neutrality and energy efficiency in urban development. Current system solutions for climate neutral or even climate positive urban districts are examined and assessed to establish relevant benchmarks. Joint perspectives for climate neutral urban districts as well as practical political strategies will be developed as a result to facilitate implementation and evaluation of new solutions and technologies for low carbon and energy efficient urban districts.
